"Lock" PDF from being edited

For our project we are looking at generating PDF reports. Ideally these can't be modified by the user (not many people have PDF editors anyway).

PDF's seem to have a "security" type section where you can lock a PDF from being edited. I'm sure this is just a flag and can easily enough be overridden anyway but is it possible to set this flag using synpdf? I couldn't find such a field.

Try to use PDF/A-1 format.
