Some updates, mainly about BLOB handling

Here are some new features included in the Source code tree:
- url encoding in full conformity to rfc3986;
- new direct RetrieveBlob/UpdateBlob methods to handle BLOB fields from clients or servers - see http://synopse.info/forum/viewtopic.php?pid=108#p108 ;
- new RESTful URI to GET or PUT BLOB fields: ModelRoot/TableName/ID/BlobFieldName - see http://synopse.info/forum/viewtopic.php?pid=108#p108 ;
- new TSQLRest.TableRowCount method http://synopse.info/forum/viewtopic.php?id=45 ;
- new cross-compiler function FileAgeToDateTime;
- some minor fixes or code/comments enhancements.
