TSynLog write UTC time but regadless timezone

@ab, in the log files the time disregards the time zone, in my case is GMT -0300 (Buenos Aires, Argentina). Is there anyway of to correct this ?

We may add an option to allow local time in the log.

We have added TSynLogFamily.LocalTimeStamp property to force local date/time logging instead of default UTC.
