Can this library can be used to convert multipage tiff file into pdf ?

Yes, AFAIR TTiffImage handle multi-pages - see http://synopse.info/fossil/info/87d3588f7a

Then you can use SynPDF to convert each page into a PDF, drawing the bitmap on each page.

Note that the picture will be re-compressed, either with deflate/zip, or optionally as JPEG.
